REGULATIONS 2012
1. Date and venue:
The 35th LUCAS – International Children’s Film Festival takes place from September 2nd to 9th 2012 in Frankfurt am Main, Germany.
2. Organisation:
The German Filminstitut – DIF, Frankfurt am Main, is responsible for management and organisation of the festival. LUCAS – International Children’s Film Festival is a member of the European Children’s Film Association (ECFA).
3. Goal:
LUCAS – International Children’s Film Festival is organized for children, young
people and adults. It is meant to give an overview of new international productions of
films for children and to act as an incentive for distributors in Germany to take up new productions of children’s films in their programme.
4. Competition and Programme:
The festival consists of different competition programmes and a supporting programme with a changing annual focus. This year’s competition programmes include children’s feature film, short film for children, short animated films for children as well as feature films for young adults.
Films with a minimum length of 3 minutes up to full length films can apply for competition.
Films are only eligible for selection and invitation to LUCAS Children’s Film Competition if they observe the following conditions:
a. Films must have been finished in the years 2011/2012
b. Films must not have been released in Germany
Priority will be given to films that have not been previously released or that have not been presented in another children’s film competition.
Films for the Youth Film Competition are only eligible for selection and invitation if they have not been released in Germany.
5. Nomination:
Films for the festival’s competition programme are nominated by a preselection committee appointed by the organizer. The festival director may independently select and invite films to the competition or the supporting programme.
Each film taking part in the festival programme will receive a certificate. The document will be given to the director.
The feature film competition for children contains at least ten films, the short film competition consists of at least twelve films. The youth film competition contains at least six films.
6. Prizes:
The festival direction announces a jury consisting of eight people – four adult film experts and four children.
The LUCAS-jury awards the LUCAS main prize, endowed with 7.500 Euro to one feature length film (fiction or documentary) from the competition. This prize will be given to the production company.
The jury further awards a LUCAS for the best short film (live action or documentary) endowed with 3.000 Euro and a LUCAS for the best animated short film endowed with 3.000 Euro. These prizes will be given to the director.
Additionally the audience gives an honourable audience award to a film of the children’s feature film competition appointed in direct voting.
The LUCAS for the best youth film is assigned by a jury aged 14 to 18 years. The prize is not yet endowed.
Further awards of other international associations and institutions may be added following the festival’s decision. If so, this will be announced on the festival’s website.
7. Preview copies (only DVDs) for preselection of the films applying for competition have to be in Frankfurt by 30th of April 2012 the latest and should be sent with the following statement: “Without commercial value, for cultural purposes only” as well as a statement whether the sender wishes to get back the DVD at his own expense.
8. The enrolment of the films has to be made by 30 th of April 2012 at the latest to:

For enrolment please provide the documentation requested in the film entry form. The festival is permitted to unlimitedly use the publicity materials (fragments, photos) for promotional reasons.
9. Screening format:
Only feature films available in 35mm, HDCam or DCP may participate at the competition. Exceptions may be made, in particular with short films, for Beta SP / DigiBeta or other digital formats – but no DVDs. The festival director decides on this individually.
10. Film transport:
Prints of those films selected for the festival programme by the committee must have reached the festival by August 13th 2012 the latest. The concrete address will be communicated to the production companies until July 27th 2012.
All films which are part of the competition programmes are to remain at the festival until the festival is finished. No shipment before the end of the festival may be requested.
11. Cost of transport:
Each sender is covering the costs for one-way shipment of the film prints. The production company or the antecedent festival covers the shipment to LUCAS. The consequent shipment will be covered by the organiser.
12. Insurance:
For the period in which the films are in the care of the festival they are fully insured at their print value. This period lasts from the point of registration of their arrival in Frankfurt until their handing over to a forwarding agent for return transport.
13. Films selected for the competition are usually screened two times. Further screenings as part of the award ceremony on the last weekend are admissible. The organiser will come to an agreement with the producer for encore presentations. Concrete dates are communicated to the production company in advance.
14. Screening Club:
All submitted preview materials are automatically available for individual viewing in the LUCAS screening club. All accredited guests and professionals have free access to the viewing stations.
All matters not resolved by these regulations shall be decided upon by the festival. These regulations are issued in German and English. In case of doubt, the German version is decisive. The only place of jurisdiction is Frankfurt am Main.
The enrolment for 35th International Children’s Film Festival LUCAS is regarded as an acknowledgement of the preceding regulations.
